Residents of the hostel must comply with the rules of residence in the hostel. Present a student ID card at the entrance.

It is mandatory to be silent from 22:00 to 7:00, walking after 00:00 is undesirable.

There is a duty schedule, you need to find your name and determine the date of your duty.

It is necessary to keep the hostel clean and take care of the property. Wash the dishes and stove after use. Do not leave anything in the kitchen after yourself. If cockroaches or other pests appear, immediately inform the commandant.

it is necessary to observe fire safety, do not smoke indoors, do not use incense, heaters, boilers.

A dormitory is a territory free from negativity, political and religious conflicts. We must live together and respect each other. Swearing, fighting and shouting are unacceptable.

1. THE RIGHTS OF THOSE LIVING IN THE DORMITORY

1.1. Residents of the dormitory have the right to:

— to live in a fixed residential accommodation for the period specified in the dormitory rental agreement, subject to compliance with the requirements of the above-mentioned agreement, these Rules and other local regulations of the University;

— to use the accommodation for self-study, cultural and household purposes, inventory and equipment of the dormitory;

— to make proposals to the University administration and the head of the dormitory on improving the living conditions in the dormitory;

— participate on a voluntary basis in beautification and landscaping of the territory adjacent to the dormitory, general cleaning of common areas (corridors, kitchens, stairs, sanitary facilities) and the dormitory territory and in other types of socially useful work in compliance with labor protection requirements;

— in order to improve living conditions, with the permission of the head of the dormitory, to carry out cosmetic repairs of the occupied residential accommodation;

— to elect and be elected to the Student Council of the Dormitory in order to address issues of improving the living conditions of students, organizing social, educational work and leisure;

— terminate the lease agreement for residential accommodation in the dormitory before its term ends;

— to be treated with respect by the staff of the dormitory;

— for 24-hour access to the dormitory.

2. DUTIES OF RESIDENTS OF THE dormitory

2.1. Residents of the dormitory are obliged to:

— comply with the terms of the University's lease agreement for residential accommodation in the dormitory;

— comply with the requirements of the instruction on fire safety measures in the University dormitory, the rules of occupational safety in the University dormitory and the instructions for the use of household electrical appliances;

— in accordance with the current legislation of the Russian Federation and the procedures established by the internal affairs bodies of the Russian Federation, submit documents for registration at the place of stay.;

— submit passport data to the Passport Work Department of the Department of Extracurricular, Educational and Social Work of the University in case of their change;

— receive visitors at the time allowed by the University administration in coordination with the student self-government of the dormitory;

— promptly, no later than the 5th (fifth) day of the month following the month spent, pay a fee for the use of residential accommodation (rent) and a fee for communal services in the dormitory in the amounts established by the order of the rector of the University;

— during the use of self-study facilities and cultural and domestic facilities, observe silence and do not create obstacles for others residents in the use of these facilities.;

— it is mandatory to participate in trainings on evacuation of people from the dormitory;

— take care of the accommodation, property, equipment and inventory of the dormitory, do not break furniture, do not write on walls, doors, and other surfaces.;

— use electricity and water sparingly;

— maintain cleanliness and order in residential accommodation and common areas: clean your living rooms and common kitchen after cooking, as well as take out the trash in specially equipped places;

— to compensate for the material damage caused in accordance with the current legislation of the Russian Federation and the concluded lease agreement for residential accommodation in the dormitory;

— provide an opportunity for the University administration and/or the head of the dormitory to inspect the assigned residential accommodation in order to monitor compliance with the requirements of these Rules, check the safety of property, carry out preventive and other types of work, including disinfection of the dormitory premises.;

— do not disrupt the operation of installed fire protection and video surveillance systems;

— when replacing the door lock, hand over to the head of the dormitory a copy of the keys to the secured residential accommodation. Locks can only be replaced with the permission of the head of the dormitory.;

— upon the student's expulsion from the University (including in connection with the completion of studies), as well as when the student takes an academic leave in accordance with the concluded lease agreement for residential accommodation in the dormitory:

1) to hand over the residential accommodation, as well as the property, equipment and inventory received for personal use, in proper condition, according to the act of acceptance and transfer;

2) vacate the living space;

3) make appropriate payments for the use of residential accommodation (rent) and utilities;

4) within three days from the moment of expulsion (completion of studies, granting academic leave), submit documents to the passport department of the University for de-registration at the place of stay;

— annually provide the head of the dormitory with the results of preventive X-ray fluorographic examination for tuberculosis;

— at the request of the University administration, move to other residential accommodation provided by the head of the dormitory for the duration of major, ongoing or emergency repairs of the dormitory premises. Temporarily vacate residential accommodation during sanitary treatment of accommodation (disinsection, disinfection, deratization).

2.2. In addition to the above duties, students from among foreign citizens living in a dormitory are required to:

— comply with the rules of migration registration of foreign citizens established by the current legislation of the Russian Federation, the deadlines for submitting and receiving the necessary documents. Assistance in the organization and registration of migration registration of students from among foreign citizens living in the dormitory is provided by the Department of passport work of the University.

— be recorded in the Register of arrivals and departures of foreign citizens living in the dormitory on the dormitory reception desk;

— notify the University's passport department no later than 3 (three) days in advance of the intention to travel to another city of the Russian Federation, another country. Notification is made in the form of an application indicating the purpose and timing of the trip, route, place of residence / place of stay. Upon return, no later than 3 (three) days after arrival, a foreign citizen must apply to the University's Passport department for migration registration.

2.3. Residents of the dormitory are prohibited from:

— leaving invited persons overnight;

— providing fixed living places for other persons (guests), including those living in other rooms of the dormitory.;

— being in a dormitory in a state of alcoholic, narcotic or other toxic intoxication, to carry, consume (drink) and store alcoholic beverages, as well as to store, use and distribute narcotic drugs, psychotropic and other toxic substances;

— using obscenities in communication;

— storing explosives, chemically dangerous substances, firearms;

— voluntarily moving from one room to another;

— unauthorized transferring of inventory and equipment from one room to another;

— altering the electrical wiring and repairing the power grid, water supply and sanitation systems on their own;

— transferring the key to the secured residential premises to unauthorized persons;

— illegal placing of advertisements, posters, etc. on the walls of the living room and in common areas;

— smoking tobacco, hookahs, electronic cigarettes, vaporizers in the premises and on the territory of the dormitory;

— using damaged sockets and other electrical installation products with damage;

— wrapping electric lamps and lamps with paper, cloth and other combustible materials, as well as to operate lamps with the hoods (diffusers) provided by the lamp design removed;

— storing and using of electric stoves in rooms;

— using broken electric irons, electric kettles and other electric heaters that do not have thermal protection devices;

— leaving unattended heaters turned on, as well as other household electrical appliances, including those in standby mode.;

— using temporary electrical wiring, including extension cords, mains filters, which are not designed by their characteristics to power the electrical appliances used.;

— connecting electrical appliances to the lighting network;

— connecting several electrical appliances with a total power exceeding 2 kW to the same outlet (using mains filters, splitters) at the same time.;

— closing the fire alarm detector (sensor);

— using sources of open fire in the living room (candles, incense sticks, matches, lighters, etc.);

— installing in corridors, blocks: dryers and hangers for clothes, wardrobes, as well as furniture;

— performing actions that create increased noise and vibration from 22.00 to 07.00 in the dormitory and on the street next to the dormitory.

— using of televisions and sound reproducing equipment is allowed only if the audibility is reduced to a degree that does not disturb the peace of the residents;

— installing locks on the front door without the permission of the head of the dormitory;

— storing bulky items in the room that prevent other residents from using the allocated space;

— keeping animals in the room and dormitory;

— committing acts and actions that demonstrate disrespectful attitude towards employees, as well as towards others living in the dormitory;

— preventing the University administration and/or the dormitory management from carrying out check-ups on residents' compliance with registration rules, sanitary conditions and fire safety rules for living rooms and common areas of the dormitory.

2.4. In order to avoid accidents in the dormitory, it is strictly forbidden to:

— sit on window sills, handrails of staircases, lean out of windows and balconies;

— throwing objects out of windows;

— hang packages and bags outside the windows.

3. RESPONSIBILITY OF THE RESIDENTS OF THE dormitory

3.1. Residents of the dormitory are responsible for:

— damage, misappropriation or theft of property in accordance with the current legislation of the Russian Federation;

— for violating the rules of registration;

— for the safety of installed fire protection and video surveillance systems;

— for non-compliance with fire safety regulations, occupational safety, sanitary norms and regulations.

3.2. For non-compliance by residents of the dormitory with these Rules, the following disciplinary measures are applied to them:

— remark;

— reprimand;

— eviction from the dormitory;

— expulsion from the university;

The reason for the expulsion is a gross or repeated violation of these Rules. In this case, a repeated violation of the Rules is considered if disciplinary measures were previously applied to the resident for one year.

3.3. Disciplinary punishment is applied in accordance with the procedure established by the current legislation of the Russian Federation.
